February 6, 2024 saw the successful inauguration of the co-funded CEF project of the safe and secure parking in Jabbeke, Belgium.
Over 80 stakeholders and politicians were present at the inauguration of the Gold-certified SSTPA in Jabbeke North, a TotalEnergies and Circle K renovation and upgrade project partially funded by Connecting Europe Facility (CEF) funding.
Never Waste a Good Crisis
The Governor of West Flanders, Carl Decaluwé, spoke at the inauguration about the growing difficulties with human trafficking and crime in Europe, but to “never waste a good crisis”.

In this sense, to combat the challenges with migration and other cargo crime, a new dimension has been added to the parking area in Jabbeke, namely Mac Address Scanners. Governor Decaluwé explains the technology and the concept of a Green Lane and Green Stamps:
“When, for example, a cargo has been checked systematically by MacAdressScanners at several rest stops on highly secured European highway parkings, a digital stamp could prove that the load is free of intrusions. Making use of those generated and accumulated data on a platform-level, this kind of a digital stamp certifying a clear load, could offer a quicker entrance at the port by giving priority to those pre-controlled trucks on a fast lane, activated by a green light.
The combination of a fast track opened by a green light, activated by a digital stamp, brought us to this idea, – or is it a concept ? – of the Green Lane Stamp as we call the project today: lorries with pre-checked cargoes could – and should – receive a priority treatment. The principle is quite simple: investing in a validated security check on a truck stop parking equipped with MacSanners helps you gain time at the end of the journey. And because time means money, the economic advantage is an immediate win-win for all partners in the chain. “

To demonstrate the technology, attendees were invited to take a tour of the secure parking area and see the MacAddressScanners and other security equipment work in live action. Two trucks entered, one with no anomalies detected within the cargo and therefore given a digital “Green Lane Stamp” and the other with anomalies detected denied the Green Lane Stamp and access into the parking area.

Creating a Network to Combat Crime
The idea is to eventually have these Mac Address Scanners in other parking areas in Belgium, at ports, and across Europe, and for European officials to take the proof of concept of the Green Lane Stamp and the Green Lane and make it a practical reality. The secure parking areas in Wetteren and Veurne have already secured funding to set up Mac Address Scanners and will be the next innovators in adding this new layer to their safety and security.
